Homieĺ: Observers complain about illegally produced campaign flyers

Leanid Sudalenka and Anatol Paplauny, BHC observers in Homieĺ, have written to the CEC and the Regional Election Commission to complain about the distribution of campaign materials in the city’s Saviecki district that contained signs of violations of the law. On September 25, residents of the district found in their mailboxes flyers with information about the presidential candidates. The flyers contained biographical data of the four candidates that do not meet the requirements of para. 10.5 of the CEC’s Guidelines for members of territorial election commissions. In particular, the printed material did not provide the necessary information about the legal entity that produced them. The flyers only had the following information: “RUE BDP. C. 4263 200. Ord. 1369.”

We believe that “RUE BDP” is not the name and address of an organization or a business. C. 4263 200 looks more like a phone number than the circulation of the leaflets. There is no number and date of issue of the certificate of state registration, as well as the name of the person who ordered them, respectively, it cannot be checked with the use of which funds these campaign leaflets were produced,” say the observers.

They ask the CEC to reply if the higher election authority has received a copy of the leaflets before they were distributed, as required by law, and demand to contact law enforcement authorities with a request to stop the illegal campaign activities, seize the illegal flyers and bring the perpetrators to justice.
